Resources will Help Small Businesses Compete for Federal Highway Contracts

AUSTIN - The Texas Department of Transportation (TxDOT) received $500,000 from the Federal Highway Administration (FHWA) to help disadvantaged business enterprises (DBEs) compete for federal highway contracts. On August 26, US Transportation Secretary Ray LaHood doled out a total of $11.6 million to 30 states including Puerto Rico.

"Giving these small businesses the assistance they need to compete for federal highway contracts creates jobs and ultimately helps taxpayers by reducing project costs," Secretary LaHood said. “Any way you look at them, these grants are a ‘win-win’ for the American people.”

New TEF Investment Bringing 100 New Jobs to Baytown

Gov. Rick Perry, at a press conference yesterday announcing a $675,000 Texas Enterprise Fund (TEF) investment in Tapco International, Inc., credited Texas’ low taxes, reasonable and predictable regulatory climate, educated workforce and investments through the TEF with helping attract jobs and businesses to the state. The company is creating a new manufacturing facility in Baytown, which will create 100 jobs and generate an estimated $26 million in capital investment.

Perry to submit federal application to try to access funding for school teachers

Gov. Rick Perry sent a letter to school administrators across the state detailing his efforts to try to access the $830 million in federal funds for Texas schools that Lloyd Doggett’s anti-Texas amendment to the federal emergency education jobs bill (H.R. 1586) has jeopardized. Doggett’s amendment requires the governor to make assurances that the Texas Legislature will make specific funding commitments, which is a violation of the Texas Constitution.

New methodology leads to increased accuracy of congestion data

AUSTIN - Using more accurate technology, the Texas Department of Transportation (TxDOT) unveiled an updated list of Texas’ 100 most congested roadway segments Wednesday.

In developing the update, the state used actual traffic speed data to calculate delay, rather than estimations based on traffic volume used in the previous list. Parameters for roadway segment length were also adjusted to better capture congested points in the transportation system. The results of this heightened accuracy have state engineers a little excited and encouraged.

AUSTIN - In a unanimous decision Thursday, the five-member Texas Transportation Commission voted to adopt new rules that, for the first time, enhance the role citizens and communities play in planning the state’s transportation system, increasing transparency and accountability in the transportation planning process. The rules were written by an 11-member body called the Transportation Planning and Project Development Rulemaking Advisory Committee, comprised of members from the Texas Legislature, metropolitan planning organizations, local government, transit organizations, tolling authorities and the Federal Highway Administration, created by the Commission in mid-2009.

Drug removes toxins associated with kidney, liver failure

Gov. Rick Perry today announced a $2 million investment through the Texas Emerging Technology Fund (TETF) in ZS Pharma, Inc., for the development of its therapeutic solution for the treatment of complications associated with liver and kidney failure.

“Texas continues to lead the nation in the evolving biotechnology industry thanks to an environment that encourages innovation and investments from the Texas Emerging Technology Fund,” Gov. Perry said. “This investment in ZS Pharma will help develop a therapy that will provide kidney and liver failure patients with a more effective and less dangerous alternative to current blood cleansing treatments.”

Gov. Perry Now 0-for-3 Against EPA in 2010


AUSTIN, TX -- Tuesday The U.S. Environmental Protection Agency (EPA) disapproved another portion of the Texas Commission on Environmental Quality’s (TCEQ) clean-air permitting program the federal agency says does not meet federal Clean Air Act requirements.

Tuesday's disapproval is the latest in a series of significant rebukes from the EPA and focused on changes TCEQ proposed making to the New Source Review (NSR) program it administers. The NSR program requires new plants or existing plants that undergo major modifications to install “state-of-the-art” technology to reduce emissions.

Airborne predator flights cover the border from California to Texas Gulf Coast beginning today
HOUSTON, TX – Beginning today, Unmanned Aerial System (UAS) flights will begin out of Corpus Christi, Texas with the expressed intent of covering the U.S./Mexico border from the El Centro Sector in California all the way to the Gulf of Mexico in Texas. The UAS drones will be used for aerial surveillance to assist personnel on the ground.

Gov. Rick Perry today announced an incentive for school districts that pool resources and save money by cutting administrative costs that divert much-needed funds from the classroom. Participating districts would receive a grant from the state equaling 10 percent of their total savings from the first year.

“This new school savings incentive rewards Texas school districts that save money by partnering with other districts and entities to share some of these tasks and their associated resources,” Gov. Perry said. “These functions can often be performed more efficiently over multiple districts, representing an ideal opportunity for cost savings.”

Environmental Defense Fund and Environmental Integrity Project File Motion to Intervene; Would Argue EPA Properly Disapproved the Texas Flexible Air Permitting Program
